Regional Economic Development Strategy

 

Project overview

Working on behalf of the Great Southern Development Commission, Keston Technologies completed a Regional Economic Development Strategy (REDS) for the Great Southern of WA.

Economic development is about harnessing the natural, industry and community resources and opportunities to stimulate sustainable economic activity. Among other issues, the REDS considered:

  • The development of the regional economy.
  • The support of existing business and industry.
  • The facilitation of sustainable and innovative practices.
  • The creation of an environment that is conducive to business and industry development and attraction.
  • The building of partnerships, business networks and alliances.

The REDS was developed through background research and analysis and through consultation with Local Government Authorities (LGAs), government agencies, business organisations and industry. The REDS examined the key opportunities, challenges and threats facing the region over the coming decade, within its demographic context, the characteristics and needs of key industry sectors and the strategic and tactical activities required to address the challenges and issues and grow the economy through responding to key opportunities.

 

Issues

The Great Southern, in common with regions across Australia, faces a number of key opportunities, challenges and threats over the coming decade that require responses at all levels of Government and the community. To help inform these responses, the REDS aims to help guide strategic investment by Government and the private sector and to improve planning.

The REDS built on previous work undertaken by Keston Technologies for the Central Great Southern Region, developed to help inform the Katanning SuperTowns Growth Planning. It was therefore important to ensure that the study complemented this other work. The REDS was therefore developed to take a broader regional view and with a focus on industry development as the primary economic driver. The strategic objectives for the Central Great Southern focus predominantly on addressing the infrastructure and capacity gaps that exist in the agricultural Shires as a foundation to industry development and diversification. The REDS in contrast focused on needs of the key resource-based industry sectors and strategic growth sectors beyond these infrastructural pre-requisites.

 

Outcomes achieved

The Great Southern, in common with regions across Australia, faces a number of key opportunities, challenges and threats over the coming decade that require responses at all levels of Government and the community. To help inform these responses, the REDS was developed to help guide strategic investment by Government and the private sector and to improve planning.

The REDS provided an overarching strategic document outlining actions to build upon the economic strengths of the region and to respond to the opportunities for, and threats to, the economy. It has provided planning direction and inform stakeholder's actions for a 10 year horizon spanning from 2012 to 2022.
